Google and some other are different than Apple (royalties) - you sell via them to the end user (the same as Ouya) - you should not charge VAT to those outside the EU.

I also liked 'tropical treasures deluxe'. It went up to a 1, then down to a zero. I unliked it and it went to -1. I exited, wnet back in and it was 0 again.
