Yes, the box says you need a credit card to download content. It also mentions that downloading is used instead of discs. I'm still wondering how you expected to do anything without a credit card.
You don't have to be a AAA studio to make serious games. There's plenty of deep indie games being made for the PC. It's just for some reason everyone, including indie devs are only releasing casual games for Android.
