Can't you just run the game internally at a lower resolution and scale the output up to 1080p, which is what I think is done with a few games. That way you don't hit the fill rate as easily.
Your games will benefit quite a lot, you can push the hardware capabilities of the ouya and not have to worry about thousands of other (low end) platforms which would require you to greatly reduce detail from the game just to run on those.

It downloads fine using the OUYA browser, check under manage/system/advanced/storage/downloads. You just need to give it some time, (depending on your internet speed), the OUYA browser doesn't show a progress bar.

Why dont you just put a cache token on the system that uses your console ID and the owners username to make a cypher to encrypt the token and make it to where you never have to connect online again if you don't want to, or unable to.
