Our preference will be in-app purchases, and that's where the focus of the development work will be. I can't say for definite what the position will be on in-app ads, we're open to community feedback before making the final decision.
From http://www.ouya.tv/faq/ : There will be no functional differences in the console hardware. Details in the cosmetic look and feel of the console and controllers will be refined over the intervening months.
The main issue is the TF700 I believe is an hdpi device whereas for 1080p TVs' the OUYA will report xhdpi (as per Androids specs), so Android layouts can look different.
The Nexus 7 and TF700 are good candidates, but be aware neither have a 1080p resolution on the native panel, so you should check layouts on a real device if you're looking for pixel perfect layouts.
