Well, AIR is supported but I have no idea how we'll be able to use the Ouya API.

Flash is basically a web browser plugin and I think they said the browser was coming later?

Flash for Android has been discontinued by Adobe, and they have pulled it from Google Play entirely. .
So I wouldn't hold my breath
:)
However some of the AIR developers here have made pretty decent progress on ODK bindings.

Flash for Android but not AIR, I don't really care about the browser but just want to develop a cross-platform 2D game for Ouya.

AIR is the technology Adobe is pushing.
There are a lot of cross platform options. AIR is one, MonoGame is another. Unity is cross platform as well.

the flash adobe flash cs6 starting air is compiled with native runtime without downloading the google play, as the api should be developed to detect the part of the events joystick ...

Yeah, but Mono for Android is ridiculously expensive and Unity isn't great for 2D. AIR is what I want, yes.

AIR is a good solution, but you'll need to use a 2D engine that takes advantage of the GPU like Starling.
