Read how to develop games for Android first. If you are not a programmer there is a lof you have to learn first.
1. Yes you can, BUT you have to license it from the owner of the copyright, which is probably too expensive (think, $50,000 or more)
2. No, you can't use another game's music. If you want music for your game, Google "royalty free music" - it will cost money (can range from $5 to $100 per song) or hire someone to make your music
3. Yes, that's very to do. But make sure you record the voice yourself, don't take it from any movie or TV show or anything.
4. As a beginning game developer, online is going to be very hard and frustrating. Best to keep your first game VERY simple - like Asteroids or a card game.

6. It takes a lot of work, but it can be done. Look up "Unity3D", that's a fairly easy point-and-click game maker with simple scripts. Or "GameMaker" - these are good places to start. Also, try and get friends to help you, it's easier to start game development as a group of friends than by yourself.
7. No, for right now you will need to build the game on your PC or Mac computer and then install it onto the OUYA, there are no game development programs that run on the OUYA itself
Unfortunately, your first game probably isn't going to be good enough to make money, in most cases a new developer's first game just isn't very good. But if you keep at it, eventually you could create something awesome.

DON"T MAKE A BATMAN GAME (EDIT: OR ANY OTHER SUPERHERO GAME)
Learn how to program first. Make Pong. Make Asteroids. Make Tetris. But don't embark on the kind of game that takes teams of experts years to accomplish, because you will fail miserably if you do without a CONSIDERABLE amount of experience.
You can make games. And OUYA will be the easiest console to develop for, imho. But, and this is a rather important point here, you have to incrementally work your way up in terms of knowledge. Diving in head first on a complicated game with zero knowledge can easily result in hundreds of abandoned projects and lots of frustration (I actually speak from experience here - when I first started out I wanted to make flashy professional games but I eventually realized I just couldn't unless I started on a simpler project and learned from it. In fact, I'm still learning to this day - how to best structure my code to ensure extensibility and change in the future, etc)
So as I said, start simple. Make a flash Pong clone or something. Make Tetris.
As you complete these very small projects, each time you learn something new. And you can work on a slightly more complex project when you finish each one, to slowly increase your knowledge over time.
