what i mean is. is it as easy or as similar to using gamemaker. im not good at programming....at all.just dont have the brain for it. i was wondering are there ways to make games using short cut tools that dont require tons of programming. i am very interested in this new platform and i want to get off on a good start, since im new to developing games.

Looks like GameMaker supports android already! Not sure what it'd take to support OUYA controls.

Sorry dude, if you wanna make a game you'll have to program. Just no way around it.
That being said, I think the easiest game engine I've used was Unity, both in it's simplicity and in it's power and versatility. Unity was the only engine I could actually accomplish a game with, I had tried custom-rolled engines before (boy was that a disaster!), Torque (I think you'll find many agree that Torque is a complete POS), and UDK (great engine ofc, but the learning curve is incredibly steep)
I have never tried GameMaker, however.

You didn't remember the plot of the Doctor Who movie because there was none; Just a bunch of plot holes strung together.

The ODK is just APIs to access the OUYA features such as the Store and User management.  The ODK is not a game framework or game creation tool.

You don't necessarily have to do a lot of programming. For example if you use the Unity SDK then you could use a visual programming tool like Playmaker or UScript (see Unity asset store) which lets you build logic using a visual interface rather than writing programs.... but you still need some understanding of how computer logic works.

I would try to find someone to partner with, who could do programming. When new to game development, it's generally easiest to work with other people.
