I've seen non-certified and non-branded cheap tablets having Play Store on them. I'm completely sure that OUYA will get Google's Play Store, even if it's not official.
OUYA certainly won't be bringing the PLAY store to the console themselves. It's counter productive. Whether they allow hackers to do it is another story.
Compatablity will be a big problem even if the store is hacked in. The touchpad on the controllers will not provide all of the functionality of a touch screen. Any swipes or multi touch presses will not be recognized, and will the touchpad even register taps\button presses? It may just be capable of moving a cursor around and require using the controller buttons to tap\activate things, not sure on that one.

I'm sure having google's play store on there by default will go against Google's TOS. Since what you're agreeing to is the OUYA's TOS. However, I still think you should have it as an optional download from the ouya store. A lot of people expect the google play store to be on there since this is android. I'm pretty sure the reason why you decide nt to put the google play store on by default is because these games won't be supported by you, and a lot of people will complain and tell you about all these games that ouya can't handle or how the controller doesn't work with it and so on. So, if you include it in the ouya store and add a disclaimer to it saying "These games and apps were not made to be run on ouya, so they may or may not work perfectly. Use them on your own risk". I really think you should at least consider that an option.

Those people are missing the whole point of the console; nobody except developers should think of it as an Android device. It's a video game console. I definitely don't think the Google Play store should be officially supported in any way by Boxer8.
Having Play Store on OUYA would require permission from Google.
And an OEM license, which isn't free to distributors of the Android binary (like device makers such as Ouya). This is why Google told Cyanogen to remove it from their distro.

There's a big difference between being Android based and being an official Google Android device. There's a certification process and licensing involved at Google to be the latter.
This is why other devices, such as the Nook and Kindle, do not really promote their devices as Android devices. If you go to Barnes and Noble's site, you don't know Nook has ANYTHING to do with Android until you start looking into the development tools area.
Ouya should probably leave mention of Android to the development area as well when they go mainstream to avoid similar confusion. Consumer confusion is one issue. Another is that you never know what Google might do if they can make a case that Ouya is using the Android brand to promote their device without official certification.
I dont want OUYA to support the google play store! OUYA should have it's own tight community and enviroment.

Ok, yup, tapping the touch pad works on the OUYA controllers. Posting this with my shiny new dev kit right now, with a USB keyboard :) Swipe emulation may work, though I can see it producing its data differently. Multitouch, which most games and apps depend on certainly won't, and of course there is no accelrometer.
Lets also not forget that OUYA will make its money selling apps\games with its own store, they probably will never turn a profit on the hardware (unlike another android based "game system", which makes all their money from their $45 controllers).
