Is there a program or code in unity 4.2 for this purpose?

Just stick a UnityGUI label somewhere and display Mathf.Round( 1f / Time.deltaTime )

You didn't remember the plot of the Doctor Who movie because there was none; Just a bunch of plot holes strung together.
