How to install ODK on unity now

I wanted to make a game on unity for my first Ouya game. But all of the tutorials I found tell me to install it through the packages folder. But when I downloaded the ODK there was no said packages folder in it. So how do I get the packages folder or if I cant how do I install the ODK now?
