I think snagging good games, out of all the features, is most important. As it is right now, it's in a perfectly playable / workable state. Some improvements could be made, yes, but it's fully functional at this point. However, getting a few good (or even great) exclusives would serve to highlight the console and "legitimize" it's existence. Tweaking a few things with the console, on the other hand, won't do anything for visibility (maybe a blog post or two, tops)

Agree. It needs some special games. They don't have to be big, but the need to be good and show off what OUYA is capable of compared to other game consoles.
Maybe a smaller thing: Make it favourable for people making games at game jams (e.g. make a channel/play list). Of course many games aren't that good, but they sure try out experimental stuff. If OUYA became a de facto standard platform for game jams (like Unity is as a game engine), it would ensure lots of new and exiting games on the store.

-- This just for Ouya's and the End users sake. This just gives Ouya bad credit.
"Achievements, friend list, voice chat, playing against others online"
-- This would just make the whole system feel more professional with games using features like this.
Also I would like to see a UI system not so "Purple/Orange"... lets not copy Ubuntu here... if there is one thing I hate about the Ouya and Ubuntu is the colors. In fact I noticed people who never saw the Ouya before were turned off by the bland poor color chose of the Title screen. This is a bad first impression. I want to see people ask, Ooo whats that... not thinking it looks like some Win3.1 boot screen.

Native USB support for thumb-drives/external hard drives gets my vote. While snagging big name companies to develop exclusive titles and adding social/online gaming functions are obviously of high importance, the USB issue seems more important. My line of reasoning here is that this is the sort of issue that one might expect from a pre-production unit but it should be fixed at launch. Also, from my non-programmer perspective I am assuming this would be an easier and less resource intensive task than the other two items.
Because its often that when I open OUYA storage through explorer (windows explorer, free commander, etc) the content of sdcard is not updated. And I need to restart the OUYA due to this, since I couldnt delete/rename/overwrite file on it since it can't be seen.

A solution would be to be able to use customized skins/themes, maybe a little like how you can change the appearance of the Google Chrome browser. E.g. have customized wallpaper, colors, fonts, sizes, etc.

@Wikzo True themes would be a cool feature later on, and could even be sold like on the Xbox360. But I think the default needs to fit the device and controllers nice appearance. Why not use "White/Orange" like the website. That looks good. Even the old Kickstarter video's UI concept was good.
I am having problems with controller lag, this become more and more serious the longer I play. I have experienced this with Dub Wars and Little Dew. After a while the lag was up to 1+ sec.
Sometimes it also seems to have a life of it's own. For example when playing Towerfall my friend's character started moving on its own.
To me this is the most serious issue with Ouya right now. If the controllers doesn't work 100% all the time then playing games on it will be frustrating. For example, I won't buy Little Dew since it's unplayable.
Then, when you have a real product, start working with third party companies about bringing their games to OUYA. Well, of course this should have been done a year go, so...

Is'nt OUYA's motto "Revolutionize gaming". Then I think thats what should be a priority now. Everything else, though equally important, could come later.
Ouya developing an unlock tool for the locked bootloader/128 bit AES key
I voted for the unlock key but really I want emergency access to the bootloader since it's already unlocked and would prevent most bricks and a look at the lk kernel project it would be the easiest method for them to implement. I definitely think bringing games like modern combat 4 and riptide gp 2 officially (without play store hack) to the ouya would be great. Since to be honest with you I was really unhappy with my purchase until I got those and a couple other apps to run on me ouya. Also I don't think they want to remove the credit card info from start up since we all know how easy it would be to change that

I picked my Vote because it includes "Voice Chat" which is a good step closer to Voice Input/Output, which is probably going to be essential to bringing my AAA Dev to OUYA eventually...

I would argue that, as far as devs are concerned, getting an API for achievements, leaderboards, and matchmaking locked down as soon as possible should probably be the highest priority. That way, those features can be supported by as many early titles as possible.
Google Game Services already offers a lot of these features, and it probably wouldn't be great for the OUYA marketplace if a lot of devs give up on waiting for the OUYA SDK to implement them and just integrate Google's offerings.

In my opinion, great First & Second party titles are crucial to the Ouya's success. It's definitely the games that make the console.
There's of course no reason to leave out other improvements. Under Software titles in importance, I would list Achievements/social right under, and then not needing a credit card to register the console.
Retail Ouya accessories? I think you can hold off on that for a while. The stock Ouya controller is a mixed bag, though, so improved stock controller would be a big improvement.
It seems like it'd be really easy to set up a one time overscan setup in the system configuration, and have a simple file specifying the rectangle of the TV's actual visual area!
