Can you publish an Alt. Launcher?

Can you submit an alt. Launcher with any hopes of getting it published if it can do everything the default OUYA Launcher can? (Games, store, settings, etc.)
I am working on an alternate OUYA launcher and I would like to know before I get too far into working on it.
I certainly hope so... Isn't that apart of "free the games"? If another launcher isn't available to average gamers or the less-then-tech-savy, wouldn't that contradict what "free" means?

    maybe some screenshots of your launcher would make the OUYA Dev. think about your request. Im also interested on something like this as well. the OUYA UI if a fine looking Design. but I think an alternative TV Launcher for the ouya which works with everything ouya uses on its UI would be nice.

    His launcher has a UI similar to the one I had in mind...
    Guess I might have to change it up a bit...

    They shouldn't stop you from releasing an alternate launcher but since their launcher is tied into system upgrades and the ouya store they might. BUT now that we have the play store and other alt launchers running I see them changing how they associate the three of those programs. If they still want to make money.

       P.S as a current adw launcher ex user looking for an alternative on my ouya. I'm sick of the ps3 knock offs. Even though I hated the nook color was a fan of the launcher

    That's wrongi was running adw launcher before i rooted my ouya. Also if they do restrict it you can put it on the play store now that it's up and running on the ouya

    No, my launcher would be tailored for the OUYA. It will access key features that you can see in the normal OUYA menus (Store, games, etc), and I would assume that in order to access these features you would need root.

    The apps in the play menu are put there based on an intent identified in the app. You can query this without root of any kind. Also all of the data used by the discover store and the play menu for images and descriptions and all that is from public web services. You can wrap whatever code you want to around these same services and get all the same data. The sub menus would probably take a little more investigating and work but I doubt you would need root to access much if any of it.

    The idea that they would sue someone for an application that, to effectively sell to ouya owning consumers, they would have had to allow it into their store is absolutely ridiculous. I wouldn't worry about it.

    If they aren't restricting access to the ouya website then that's pretty cool. A guy over on xda is working on a store app. I believe he said that it won't be pretty (at first) but it will show an alphabetical listing so fair is fair. Also there's an app that allows users to update without using the ouya launcher it just has to be fixed up a little. Soon my ouya may be oobe less
