    Personally, I think this is a fantastic idea. 

    And I'm not sure what you mean.  This seems ideal for one-or-two man teams.  If the game idea generates enough community interest and raises $50,000, OUYA will match funds.  That's potentially giving small indie devs funds for development/food.  The dev doesn't have to front the money.

    If you're saying that a few mid-sized firms could take advantage of the situation and just take $250K they already have sitting around and fake-pledge it so that they get double the money, I guess that's possible.  I don't know if there are protections in place to keep that from happening.  But that doesn't seem to be the spirit of the plan, so not sure why you'd say that it's "aimed" for that.
