It could be, it has USB ports so I guess anything's possible. The hardest part would be converting the content on the disk to an Android readable format. Then there's the issue of getting people on board with writing content to a disk. There's imaging if you want the disk to run something upon input. There's device drivers that have to be dealt with.
And that's just off of the top of my head. I think it could be possible, just extremely unlikely anybody would go to that much effort to make it happen.
If you think about it, it could be a good idea to enable such a functionality. If it allows you to burn the game and a self-activating license on a optical media, it would solve the biggest problem with digital-only media, that is not being able to gift someone with a game.

It also opens up the pirating can of worms. Pirating games on a disc? Now that's old school.
