Does the Ouya have the ability to host a Minecraft server? I don't believe an APK is developed to do it, but if there was one, would it be feasible?

You pretty much answered your own question.
There's currently no Android app for hosting a non-Pocket Edition server, and there's currently no Minecraft for OUYA, so you couldn't host that kind of server either.
If Mojang could create an app for either case, then it would be possible.

What about skipping the android OS and using Linux Server for ARM processors?
