Tax Information form W-9 required only if charging money?

I finally got around to properly setting up my developer account today and I see that a W-9 Tax Information form is requested but apparently not required in order to submit a game.

Am I correct in assuming that I can skip the tax information form until I am ready to add a purchasable product to a game?

    Maybe even not then, but probably when you want to pay out the money.
    From what I remember from Amazon AppStore W-9 is very easy, especially if you are completely outside USA and have nothing to do with USA.
