Controller not connecting to Ouya

I'm having trouble getting my controller to connect to the Ouya.  I had it working with one controller, but the one one just keeps either flashing the power button, or the four buttons simultaneously.  I checked the batteries with a multimeter to be sure they're fully charged and they are.  What is the problem?

    Maybe a silly question, but did you go into the menu and pair that second controller with the OUYA?

    I didn't think I had to do that.. I don't remember doing that with the first controller.  I hooked up the first controller when the Ouya arrived in the mail.  I let my artist borrow the controller, so now I tried just hooking up the second controller.

    I did try to connect to the controller via my Android phone, and I can pair with it, just not connect to it either.
