How do you do it. Simply plugging in an USB does nothing. What tools do i need. Link please......

There are a number of ways, same as for any other android device.
The way I do it though is by using adb, which is a command line tool/program that comes with the android SDK:
http://developer.android.com/sdk/index.html
I also had to install drivers, since I'm on Windows 7:

es File manager 1.6.2.2 does not work after download. you get an error saying can not load. I found that newer v. 3.0.3 is reconized by the OUYA. thanks for pointing me in the right direction.
